Typically, with toilets the flapper is hung up in the open position. When you hit the handle to flush a toilet, the chain attached pulls the flapper up to start a gravity flush operation by emptying the water from the tank to fill the bowl.
During normal operation, once the bowl is filled, Gravity takes over and empties the contents in the bowl. You can access the flapper and other components in the tank by opening the tank lid. Before trying to adjust or replace the flapper, make sure to turn the water supply off by turning off the valve typically located on the left side of the toilet near the floor.
